Commercial roofing · Winthrop & the harbour
Commercial Roofers In Winthrop, MA.
Your roof sits under a federal airspace surface, inside a flood map redrawn in 2016, on a town fee schedule that doubles if the permit is late. Three facts that decide a Winthrop commercial job, and not one of them appears on a competing page. All 3 are below, with the sources.

Why Does Every Winthrop Roofing Page Say Salt Air and Nothing You Can Check?
We read the pages ranking for this town. They talk about coastal exposure, dense lots, Point Shirley wind and free estimates. Several of them are competent and well written. Between all of them there is not one design load, one licence class, one code section, one federal filing requirement or one link to a government source.
Winthrop is a built-out peninsula of roughly 1 square mile with water on 3 sides and an international airport across the channel. The commercial stock is storefronts on Shirley Street and Revere Street, mechanic bays, small showroom and warehouse footprints, restaurants and beachside multifamily. It is not a distribution box off 495, and its paperwork is harder than one.
This page gives you the tables, names where each number came from, and states plainly what we could not confirm. We work Winthrop out of our shop at 100 Hancock St in Quincy. Call (617) 631-5435 or request an assessment.
days of federal notice
The FAA filing window, and it can run against your building permit application rather than your start date. Nobody in this market mentions it.
per $1,000 of job value
Winthrop’s posted permit rate on top of a $50 commercial filing fee. Doubled if work starts first.
the licence ceiling
A Roof Covering specialty licence stops at 25 percent of sheathing. That is a residential repair ticket, not a commercial one.
The constraint nobody in this market has written down
Does Your Winthrop Roof Sit Under a Federal Airspace Surface?
Every parcel in Winthrop is inside 20,000 feet of a Logan runway, and 14 CFR 77.9 requires notice to the FAA for anything that breaks an imaginary surface rising at 100 to 1 across that distance. The rule is published in full on eCFR and it is 4 paragraphs long. Notice is required for “any construction or alteration that exceeds an imaginary surface extending outward and upward at 100 to 1 for a horizontal distance of 20,000 ft. from the nearest point of the nearest runway.”
Winthrop is about 2 miles end to end. 20,000 feet is 3.79 miles. The town does not have a corner that falls outside the distance test.
A membrane replacement that changes nothing above the parapet line is not what this is about. New rooftop equipment is. So is a taller curb under a replacement unit, a screen wall, a railing, an antenna and a solar array, which are exactly the things a re-roof is the natural moment to add.
| Distance from nearest runway point | Allowance under the 100:1 surface |
|---|---|
| 1,000 ft | 10 ft |
| 2,640 ft (half a mile) | 26 ft |
| 5,280 ft (1 mile) | 53 ft |
| 7,920 ft (1.5 miles) | 79 ft |
| 10,560 ft (2 miles) | 106 ft |
| 15,840 ft (3 miles) | 158 ft |
| 20,000 ft (3.79 miles) | 200 ft |
Read the top 2 rows against a Winthrop building. Close to the water on the airport side, the allowance is measured in tens of feet, and a 2-storey building with a new 6-foot unit on a 2-foot curb is inside the conversation. That does not mean the filing is required on your roof. It means somebody competent has to work it out instead of assuming.
The timing is the part that catches people. 14 CFR 77.7 requires Form 7460-1 “at least 45 days before the start date of the proposed construction or alteration or the date an application for a construction permit is filed, whichever is earliest.” The clock can run against your Winthrop building permit application, not against the day the crew shows up. A contractor who files the town permit and thinks about the airspace afterwards has put the sequence in the wrong order.
What gains height
Rooftop units, taller curbs, screen walls, railings, antennas, solar. A like-for-like membrane swap usually gains nothing. Price the equipment question separately from the roof question.
The shielding exemption
77.9(e)(1) exempts objects shielded by existing permanent structures of equal or greater height in a congested area. That clears a lot of ordinary rooftop work. It has to be applied, not assumed.
Put it in the scope letter
One line: who determines whether a 7460-1 is required, who files it, and what happens to the schedule if the determination takes longer than 45 days. Answer it before you sign, not in month 2.
The number that is not the differentiator
Is Winthrop Really Built for Worse Wind Than Boston?
40 psf ground snow, 30 psf minimum flat-roof snow, and 120 mph at Risk Category II. That is Winthrop’s line in Table 1604.11 of 780 CMR Chapter 16, the municipality-by-municipality table the state actually uses. We expected the peninsula to carry a harsher number than the mainland. It does not.
Boston reads 40, 30, 110, 120, 128, 133. Revere reads 40, 30, 110, 119, 128, 133. Winthrop’s numbers sit within 1 mph of both. So the coastal-exposure story that every page in this market opens with is not a code story. It is a weather story, and weather is not what an uplift package answers to.
| Value | Winthrop | Boston | Revere |
|---|---|---|---|
| Ground snow load, Pg | 40 psf | 40 psf | 40 psf |
| Minimum flat-roof snow load, Pf | 30 psf | 30 psf | 30 psf |
| Wind V, Risk Category I | 110 mph | 110 mph | 110 mph |
| Wind V, Risk Category II | 120 mph | 120 mph | 119 mph |
| Wind V, Risk Category III | 129 mph | 128 mph | 128 mph |
| Wind V, Risk Category IV | 133 mph | 133 mph | 133 mph |
| Ss | 0.274 | 0.270 | 0.282 |
| S1 | 0.066 | 0.065 | 0.067 |
The real variable in that table is not the town. It is the Risk Category, and it moves the wind speed by 23 mph. A storefront or an office is Category II at 120 mph. A school or an assembly building is Category III at 129. A fire station, a police station or another essential facility is Category IV at 133. Winthrop is building a new central fire station, which is a Category IV roof in a town where every roofing page quotes a single generic wind figure. Ask which category your building is in before you accept an uplift specification written for somebody else’s.
Three things this row changes on your building. Whether a recover can be added without a structural review, because insulation and a second membrane are permanent dead load on a frame carrying 30 psf already. How the perimeter and corner zones get fastened, since uplift peaks exactly where nobody inspects. And whether drift against a taller adjoining wall has ever been looked at, which on a Winthrop party-wall block is usually a no.
The one number we can give you exactly
How Does Winthrop Calculate a Commercial Roofing Permit?
A $50 filing fee for all commercial permits, then $16.00 per $1,000 of construction value. That is the whole formula, and it is on the town’s own posted building permit fee schedule. Residential filing is $40. The per-thousand rate is the same either way.
The line most owners never see is the penalty. The schedule reads: “Work Started without proper permits DOUBLE FEE.” It is not a fine paid by the contractor who skipped the step. It lands on the permit, and the permit is pulled against your building. A roofer who wants to start Saturday and file Monday is offering to spend your money to protect their own schedule.
Work out your own figure in about 10 seconds: take the declared construction value on the application, divide by 1,000, multiply by 16, add 50. The declared value is a number you should see on the application before it is filed, not after.
Three more rules from the town’s own permit information page, quoted rather than paraphrased. The permit “must be obtained before the start of any work and must be prominently posted at the job site.” Work “must be started within six months of the date the permit is issued,” and once started “must be progressing continuously to completion.” And the one that shapes your tenants’ day: “The Noise By-Law does not permit construction activities prior to 7 am and after 7 pm.”
On a dense peninsula with party walls and apartments over storefronts, that 12-hour window is the whole staging plan. A crew that needs a crane at 6am has a problem, and it becomes your problem when the schedule slips.

The question that disqualifies people
What Does “Licensed and Insured” Actually Tell You?
Massachusetts licenses the supervisor, not the company, and the class on that licence decides who can legally run your job. Winthrop’s own permit page states the boundary: “Building permits are issued to construction supervisors licensed by the State. The State license is only valid for work involving structures of less than 35,000 cu.” So the first question on a commercial building is not about membrane. It is how many cubic feet of enclosed space you have.
The classes sit in 780 CMR 110.R5. The Roof Covering specialty, designation RF, covers “construction, reconstruction, alteration, repair, or removal of roof covering, including repair and replacement of 25% of sheathing and 25% of sistering roof rafters.” Read that ceiling again. It is a covering licence with a quarter of the deck attached, and plenty of roofers holding it bid commercial work.
| Class | What it covers | Your building? |
|---|---|---|
| Unrestricted | Any use group, in buildings containing less than 35,000 cubic feet of enclosed space | Yes |
| 1 and 2 Family Dwelling | One and two family dwellings and accessory buildings, irrespective of size | No |
| Roof Covering (RF) | Roof covering, plus 25% of sheathing and 25% of sistering roof rafters | No |
| HIC registration | Consumer registration for owner-occupied buildings of 1 to 4 dwelling units | No |
HIC is the credential that catches people, because it is the one most roofers lead with. Chapter 142A defines residential contracting as work on a “pre-existing owner occupied building containing at least one but not more than four dwelling units.” An office, a storefront, a garage and a warehouse are all outside it. An HIC number on a commercial quote answers a question you did not ask.
Winthrop’s permit page carries a related warning aimed at homeowners, and it is worth reading if your building is mixed-use. A homeowner who pulls their own permit on a 1 or 2 unit dwelling where they reside is “not eligible for protection under the provisions of the Homeowners Improvement Contractor Law.” Anyone suggesting you stretch that route onto a mixed-use or multifamily roof is moving liability onto your name to save themselves a licensing question.
Above 35,000 cubic feet the job routes to a registered design professional instead. We could not verify that routing to the standard we publish at, so ask your building official directly rather than taking our word or anybody else’s for it.
Water on 3 sides is a paperwork problem
Does a Flood Zone Change a Commercial Re-Roof in Winthrop?
The flood question rarely reaches a re-roof on its own. It reaches the re-roof that is part of a larger renovation. That is the substantial improvement rule, and it is the mechanism that turns a membrane job into a flood-compliance job without anybody planning it.
Winthrop’s Flood Insurance Rate Maps took effect on 16 March 2016. The town publishes them as 3 sheets by area, and the split tells you where the exposure sits: “See map 1 for Main Street Area, River Road, Highlands and Beach. See map 2 for a small portion of Point Shirley. See map 3 for Court Road, part of the Center Area, Washington Street/Pleasant Street and the majority of the Point Shirley area.” The town publishes all 3 sheets on its updated flood maps page.
Not every Winthrop parcel is in a mapped flood zone, and the zones are not all the same. A coastal high-hazard zone carries wave-action requirements an inland zone does not. A contractor who never asked which zone your parcel is in has never priced that difference.
Get the zone, not the vibe
Your parcel’s zone designation is a fact on a map sheet, and the town publishes the sheets. Ask for it in writing before a scope is drafted. “Near the water” is not a zone.
Run the improvement arithmetic
Substantial improvement is a percentage of the building’s value across the whole project, not the roof alone. A roof bundled with interior work, mechanicals and windows is where the threshold gets crossed quietly.
Ask before you finalise scope
Once the threshold is crossed the flood provisions apply to the job, and the cost of finding that out in month 3 is not the same as the cost of finding it out in week 1.
Storm response and the documentation that supports a claim are the other half of this, and we cover that in more depth on our storm damage roof repair page. Dated pre-storm condition photographs are the difference between a paid claim and an argument, and on a peninsula that is not a small difference.
Two codes, 3 miles apart
Which Energy Code Does Winthrop Enforce, and Does Boston Match It?
Winthrop has been on the Stretch Energy Code since 1 January 2013. Boston moved to the Specialized Opt-In Code on 1 January 2024. Revere has been on Stretch since 1 January 2012. Three towns you can see from each other, 3 different lines on the Department of Energy Resources municipal adoption list on mass.gov.
That matters more than it sounds. Which code a town enforces changes what insulation a full roof replacement has to carry. A contractor who works both sides of the harbour off one specification is working off the wrong one on one of them, and the side they get wrong is the side where the building official stops the job.
The practical line is between covering and assembly. A covering-only recover generally does not pull in the energy provisions. Stripping the membrane and the insulation and replacing both is a roof replacement, and that does. Your building official decides which side your job falls on.
We are not printing an R-value for your job on this page. The figure depends on which provisions apply to your scope and occupancy, and the Massachusetts stretch code does not simply reuse the model table. Anyone quoting a confident R-value before settling the first question is guessing with your money. Call Inspectional Services and get the answer in writing before insulation is priced.

Is That “Winthrop Center” Project Actually Local Work?
Winthrop Center is a 53-storey Passive House office tower in downtown Boston. It shows up as a roofing project profile on several manufacturer and trade websites, and searching Winthrop plus TPO will hand it to you inside 2 results. It has nothing to do with the town of Winthrop, zip 02152.
We flag it because it is the easiest local-proof mistake in this market to make and the easiest one to lean on. A roofer showing you a skyline tower as evidence of peninsula experience is either reading their own portfolio carelessly or hoping you will not check. Ask for a completed low-slope job on the peninsula or on an immediate harbour parcel, with an address you can drive to on a Saturday.
The same test applies to us. We are a Quincy shop working the harbour, and where we have no Winthrop job to show you, we will say so rather than show you something with the right word in the name.
Three ways to work with us
How Can You Work With Us, From One Repair to a Roof on a Schedule?
Most owners meet us at a leak. The ones who spend the least over a decade are on a schedule, because a problem found on a planned visit is a twenty-minute fix and the same problem found by a tenant is an insurance claim.
Repair
Leak tracing, seam and flashing repair, drain and scupper work, puncture patches and storm response. Quoted line by line, with the source photographed before and after. No interior access for most membrane work.
Maintenance
Scheduled inspections, drains cleared, seams and flashings checked, small repairs done on the spot, and a dated photo report after every visit. Spring and fall, plus a post-storm check.
Replacement
Core cut and moisture scan first, then a full system priced layer by layer, with the manufacturer, thickness and attachment method named on every line. Staged in sections so the building keeps operating.
The building-type breakdown and the membrane detail sit on our Quincy pages: commercial roofing in Quincy and flat roofing. Failure patterns carry across the harbour. The paperwork does not, which is what this page is for.

Which 7 Questions Should You Send Every Bidder, Including Us?
Put these in an email to every bidder. The one who will not answer in writing has told you something, and the question they dodge is the one worth writing down.
1. What is the enclosed cubic footage of this building, and which licence covers it: Unrestricted CSL, Roof Covering CSL, or a registered design professional?
2. Does anything in this scope gain height on the roof, who determines whether a 7460-1 is required, and who files it?
3. What flood zone is this parcel in, and does the full project scope cross the substantial improvement threshold?
4. Who pulls the Winthrop permit, at which address, and what is the declared construction value going on the application?
5. Is the uplift package worked to this building’s Risk Category, or to a generic 120 mph figure for the town?
6. How many coverings are on the roof now, what did the moisture scan show, and are you proposing recover or replacement under Section 1512?
7. Can you work inside 7am to 7pm on this street without shutting the tenant down, and what is the staging plan in writing?

What Else Do Winthrop Building Owners Ask Before They Hire?
Does a roof job in Winthrop need an FAA filing?
It can, and the trigger is the height of what you are putting up, not the fact that it is a roof. 14 CFR 77.9 requires notice to the FAA for any construction or alteration exceeding an imaginary surface rising at 100 to 1 for 20,000 feet from the nearest point of the nearest runway. Every parcel in Winthrop sits inside that 20,000-foot distance from Logan. A membrane swap that changes nothing above the parapet is not the concern. A new rooftop unit, a taller curb, a screen wall, a railing, an antenna or a solar array can be. The exemption in 77.9(e)(1) for objects shielded by existing permanent structures of equal or greater height is the one that resolves most ordinary rooftop work, and someone has to actually apply it rather than assume it.
How far in advance does FAA Form 7460-1 have to be filed?
14 CFR 77.7 requires it “at least 45 days before the start date of the proposed construction or alteration or the date an application for a construction permit is filed, whichever is earliest.” Read the last three words again. The clock can run against your building permit application, not against the day the crew arrives. A contractor who plans to file the Winthrop permit first and think about the FAA later has the sequence backwards. Settle the airspace question before anybody files anything.
Does Risk Category change the wind speed on my building?
Yes, by 23 mph across the range in Winthrop. A storefront or an office is normally Risk Category II at 120 mph. A school, an assembly building or a building holding a large occupant load moves to Risk Category III at 129 mph. A fire station, a police station or another essential facility is Risk Category IV at 133 mph. Anyone quoting 120 mph for every building in town is flattening the table. Ask which category your building falls in before you accept an uplift specification.
How is a Winthrop commercial roofing permit fee calculated?
A $50 filing fee for all commercial permits, plus $16.00 per $1,000 of declared construction value. That is the town’s posted schedule, and you can work out your own figure in about 10 seconds: divide the declared value by 1,000, multiply by 16, add 50. The schedule also carries a penalty most owners never hear about: “Work Started without proper permits DOUBLE FEE.” It doubles the whole permit, it lands on your building rather than on the contractor who skipped the step, and the roofer who wanted to start early is not the one holding the invoice.
Where do I file a building permit in Winthrop?
Confirm the address before you drive, because the town’s own website publishes two. The staff directory lists Inspectional Services at 100 Kennedy Drive, 617-846-4344, open Monday, Wednesday and Thursday 7:30am to 4:15pm and Tuesday 7:30am to 6pm. The department’s own landing page lists 1 Metcalf Square, 617-846-1852, open Monday and Wednesday 8:00am to 4:30pm and Tuesday and Thursday 8:00am to 7:00pm. Both were live on winthropma.gov on 22 September 2026. A third number, 617-846-7400, circulates on contractor websites. Albert Legee is Commissioner of Inspectional Services and Ilir Papa is the Local Building Inspector. Call first and ask which counter takes a commercial building permit.
What licence does a commercial roofer in Winthrop actually need?
An Unrestricted Construction Supervisor Licence, for a commercial building under 35,000 cubic feet. Winthrop’s own permit page states it plainly: “Building permits are issued to construction supervisors licensed by the State. The State license is only valid for work involving structures of less than 35,000 cu.” The classes sit in 780 CMR 110.R5. The Roof Covering specialty, designation RF, is limited to “construction, reconstruction, alteration, repair, or removal of roof covering, including repair and replacement of 25% of sheathing and 25% of sistering roof rafters.” That is a covering licence with a quarter of the deck attached. Ask which class is going on the permit application before you ask about membrane colour.
Does being in a flood zone change a commercial re-roof in Winthrop?
It can, through the substantial improvement rule rather than through the roof itself. Winthrop’s Flood Insurance Rate Maps took effect on 16 March 2016, and the town publishes them as 3 sheets by area: “See map 1 for Main Street Area, River Road, Highlands and Beach. See map 2 for a small portion of Point Shirley. See map 3 for Court Road, part of the Center Area, Washington Street/Pleasant Street and the majority of the Point Shirley area.” A membrane replacement on its own rarely reaches the substantial improvement threshold. A roof bundled into a larger renovation can, and once it does, the flood provisions apply to the whole job. Get your parcel’s zone and the improvement arithmetic settled before the scope is finalised, not after.
Is Winthrop a Stretch Code town?
Yes. The Department of Energy Resources municipal adoption list records Winthrop on the Stretch Energy Code effective 1 January 2013. Boston, across the harbour, is on the Specialized Opt-In Code effective 1 January 2024, and Revere is on the Stretch Code effective 1 January 2012. Three different lines on the same list within a few miles of each other. Which code applies changes what insulation a full roof replacement has to carry, so a contractor who works Boston and Winthrop off one spec sheet is working off the wrong one somewhere. Confirm with Inspectional Services in writing before anybody prices insulation.
A roofer showed me a Winthrop Center project. Is that local work?
No. Winthrop Center is a 53-storey Passive House office tower in downtown Boston, and it appears as a project profile on several manufacturer and trade sites. It has nothing to do with the town of Winthrop, zip 02152. It is an easy thing to misread and a lazy thing to lean on. Ask for a completed low-slope job on the peninsula itself or on an immediate harbour parcel, with an address you can drive to.

Ready to Have the Roof Opened Before It Is Priced?
We open the roof before we price it. You get the layer count, the moisture reading, photographs of both, the airspace and flood questions answered in writing, and a scope written layer by layer so it can be compared against anyone else’s. If a recover is the right answer on your building, we will say so.
